I think he is referring to showing up at the INTERVIEW not dressed to impress and the company reserving the right to not hire them. I personally don't think wearing shorts to an interview is appropriate, not matter how nice a person thinks they are.
After a person gets the gig, then they could possibly be able to dress a little more lax. But to get their foot in the door, a person should dress the most professional they can ready to go to work to better their chances of landing the job. I for one agree a lot of people do not get the job because they have the mentality "this is who I am, take it or leave it". Then they are frustrated and confused as to why they didn't get the job. Just my .02.

They say that when you are interviewing for a job you should dress for one step ABOVE the job you are applying for. Therefore I would suggest a nice pair of slacks or pants and a nice button up shirt or polo shirt-clean and showered (YES SOAP omg I can't believe someone actually had to post that but it's true!) clean shaven or any facial hair trimmed and neat-clean hands and nails!! BRUSH YOUR TEETH!! Same goes for the ladies! Don't over do the hair and makeup! Don't take a bath in your perfume!!!! Don't wear something that you would wear out to the local watering hole on Friday night with your tatas hanging out!!
At my last job I was a manager and I used to interview people all the time. You could have the best resume/job qualifications on PAPER but YES FIRST IMPRESSIONS DO COUNT!!! You had better impress me when I meet you and don't forget when you open your mouth-that's the second part!! Please think before you speak and take your time!!! Ask questions and have some knowledge of the job and company you are applying for (Look it up on line!!)
In today's tough economy you may only have a few shots so make your self as presentable and EMPLOYABLE as possible!!! -
Find out all you can about the company you are applying at. Look up their web site on the computer and read everything you can about the company. Work these little bits of info into your conversation at the interview.
When I interviewed for my present job there was a article about the company in the Kenworth booklet that we got at the Fire Department just the day before. The Mgr did not even know about it till I showed it to him during the interview. Don't know if it was the deciding factor, but I got the job, and 6 months later he was fired. No No it had nothing to do with me. We found out later he couldn't back up his good interview with good performance. -
Looking at his picture I doubt it was photoshopped. Before I got off the road ( over the road ) I seen many sitting at tables with their bellies flopped on the table. That`s not a way to get. Unfortunately for some it gets carried away. Don`t let yourself get that way, nip it in the bud before it`s too far along.

It's actually a really bad photo shop job...You can see the difference in the color of his shirt where the chest and belly were extended to look that big and the lines are not crisp and solid around the edges like they are on his back.
But he still looks way too much like guys I see waddling around truckstops every day. Not too many years ago if you saw a photo like that you'd have laughed out loud at how ridiculous the guy looked...Now we have to look twice to be sure we didn't see him at the buffet at the Petro yesterday.
