From my research:
For "new business", Penske is the only one that will rent to you as they have a new O/O program that requires $2500 down.
You may be able to get one through National Lease, but will have a very high down payment because of "new business" and the fact you have no business credit.
Idealease told me you had to have like 5years in business and many "financial" requirements.
Ryder also had some ridiculous requirements too. -
So an individual can't be in business? I can rent from Idealease, PACCAR, etc.

The last time i looked into renting a truck when mine was down it was not worth it, I called ryder and the credit app and the requirements you had to meet as a small o/o where hard to do plus the cost was around $550 a week plus $.15 a mile which at 2000 miles a week comes out to $850 a week or $3400 a month ,at those figures you can buy an almost new truck plus put plenty of money away for repairs and at the end you own it and can do what you want with it. As a 1st time o/o renting a truck is not business smart IMO. Plus you mention renting a trailer you will be around $4,000 a month just for truck and trailer now add insurance to that.

Trucks are cheap now, just buy one.
If it breaks down buy another.
Fix the first at your leisure (before the second breaks),
start your fleet (or wrecking yard) today! :^)
I do my own repairs, so I look at it differently....
I'd rather pay myself than someone else. -
Another thing to consider.... when you lease as an individual from Penske/Ryder you get a truck outfitted as they see fit, which may or may not suit you.

Ryder stated that they would require $25,000.00 deposit because I was a start up business. He stated that it would be cheaper to buy one. I was thinking no $h!t.

you read it right, $25,000.00. Yes sir!

H3LL!! Why am I driving a truck?!? I need to buy three or four more and have a few people pay me 25 large for a down payment just in case they want to rent one from me!!!

Wow, I can't believe that.
I rent Penske trucks all the time. In fact, I'll be getting one in the morning. My tractor goes on the shop in the morning to have the overheads run, a leaky exhaust manifold gasket, hopefully find a mysterious vibration in my driveline, and new engine mounts.
I usually put my tractor in the shop every year before winter to have it gone over pretty good before it gets cold. I rent one from Penske then and anytime I have a breakdown. I'm home every day, so it's easy to do it. The shop I use is a really good one, but they don't work around the clock and I don't like them rushing. I just rent a truck. The company I'm leased to has a national account with them, so it's never been an issue.
I wouldn't want to own a former Penske truck or drive one all the time. They have horrible specs for O/O's, IMHO. I've never had one that drove very good, or shifted very good, or wasn't obviously abused in some way. The last one I rented had a strange whine coming from the tranny and the gearshift got really hot. It started where the shaft came out of the floor and by the time I got in, it had gotten too hot to touch all the way up to just below the knob. I called Penske and they told me to drive it as long as it was moving, so I did. I was 56,000 gross.
I've been renting from Penske a couple of times a year for five years or so. Never had any problems out of them, and their trucks are good for exactly what they are....RENT TRUCKS to get you by 'till yours is ready.
Be ready, though, if you try to rent a truck on a debit card. They'll take 500 bucks out of your account up front and then refund it if you don't go over that, so be ready.
