They are not allowed to drink for eight hours before reporting for duty and are forbidden from "possessing kegs of beer or quantities of alcohol in excess of what is reasonable for personal use.

I'm sure anything nuclear is a very high dollar load. You would think those involved would be nothing but 100% serious. -
The problem I see is in using "Government Agents" to drive trucks instead of hiring real truckers capable of getting a Nuclear Weapons level security clearance in order to do the job.
You'd be amazed how many "Special" weapons get handled, transported or worked on by those who have partied a bit too much the night before.
Let's just say that I've seen it happen in my younger days. -
