Got it fixed! The air chamber on the axle was bad. The parking brake side was leaking forcing air through the service side the through the ABS modulator valve. Used a vise grip to clamp off the rubber line on parking brake side and that stopped the leak. That is how I figured which side was leaking. Thanks for the help.

Folks read this several times. Way to many "techs" don't understand what is said here. This is how and why you check for a backfeeding chamber before you change expensive valves.

This works!! I didn't doubt that it would but it took me a while to find the abs ecm to try it out. Side note: 2006 9400i abs ecm is located under the panel thats behind your clutch pedal. It comes off easy, a few tabs and screws and its off and there it was 6x6x1 box. I followed Heavyd's instructions and heard a slight click. Abs light has been off for a month, but if I were to have a real prob w/ the abs the light probably would have came back on. Anyway just wanted to let those who have this prob, its worth giving this trick a try.

Cool, I am glad you found it. For several years there International was putting the ABS ECU in different locations all over the place. Always fun to find!

I have a 2001 international 9400, I'm having issues with the red dash valve when I push it down it pops back up and I've tried changing the valve but it does the same thing, would you happen to know what it is going on, thanks in advance.

Sometimes you have to hold it for a second or two until the pressure starts to build up in the red trailer line. Those valves are designed to pop that button out automatically if there is a broken air line to the trailer.
