The difference is in the overhang past the rear axle and where they're required to go. A school bus has to have a short enough wheelbase to get around town but still be long enough to fit all the kids on. When a bus takes a turn on a city street that angles uphill, the back bumper is only inches off the ground. Hang an icc bumper there and you'd have busses high centered all over the place.

I saw a show on tv years ago about these bumpers. If I remember correctly, the trucking industry lobbied the Nixon administration for the lower standard to save $. Europe has a full baricade style bumper that prevent these ride under accidents.

I think it has more to do with the fact no one has pressed the issue. There are plenty of vehicles that travel on the same streets as school busses that don't have clearance issues. Trash trucks might not have the same overhang but are lower to the ground. Don't see many of them hung up. If it's good enough for one, it's good enough for another. Personally I think it's all stupid, some may be offended (and I don't care) but if your dumb enough to rear end another vehicle, maybe driving isn't for you. Trash trucks don't have icc bumpers either. Of course they're not hung up if they don't have the same overhang.

Being a moron does not apply to this discussion and YES I ride! Ben riding since 1972 until last year when I had to stop due to stupid brain surgery!
This motorcyclist did NOT run into the back of the truck but was actually run over because he was a moron and not riding like his life depended on it! -

It would be a good idea not to do that either. Seen the results of a few of those and it's not pretty.
