OK so I'm new here but not to trucking. 30 years OTR and still going strong. I am also a trainer with my company, not for the money (which aint all that great) but because I do make a difference with the drivers I train.

I need to ask...... as a trainer do you train your trainees to drive on the, (for example) number 3 lane on a 4 lane one direction in the city, like in Cali area where we have lane restrictions ?

I teach drivers to stay in the right lane except for passing, many safety reasons for this. The exception would be in city driving where you have an overabundance of oncoming traffic, then the 2nd lane from right is safer.
In your example lane 3 on a 4 lane. In California, you must stay to the right, but you may travel in the 2nd lane if more than 2 lanes in your direction of travel, but unless otherwise posted you cannot travel in any other left lanes.
