    I was in safety compliance when I was a supervisor for Penske Logistics. First lets define what you are after: Compliance with the HOS (hours of service) regulations. Log books are a part of that equation.
    Like has been said earlier, what is the culture at your company? Many hire safety directors, and fire them just as fast because their operations area has been instructed to ignore/minimize HOS constraints. You are the sacrificial lamb. If your company is serious then:
    1. Train the drivers properly. No small job here. JJ Keller has everything you need.
    2. Enforcement is based on severity of regulation broken. Forgetting to note a PTI(pre trip inspection) is less than going over 11 hours driving.
    3. The more rules broken by a given driver ( pattern) the more severe the penalty, from verbal to written warning to more training to suspension to even firing. If you have a union involved, you must work with them.
    4. Document everything in the files.
    5. Safety incentives should not be tied to performance ( miles driven) Separate the 2. Performance based incentives really should not be in place.
