Don't these same officers refuse to get involved if someone tears your hood off in the truck stop since it's private property? I think that's our answer.Powell-Peralta Thanks this.

i'm still up in the air about all this. i would consider any collision related issue that happens on private property a civil matter, not a criminal matter IF THE PROPERTY HAS A GATE/SECURITY SHACK ETC.
If it's a mall, generally anyone can (and does) go to it, so i'm still up in the air about it; IF let's say a truck runs into a car at a truckstop you can bet your bottom dollar that the cops WILL fill out a report for the car owner for some reason? -
That hog hauler probably just finished up making sure the critters were well fed & watered, and just wanted to see the DOT occifers to go under his trailer so the hogs could crap & pee on 'em...

As a matter of policy many law enforcement agencies do not investigate "property damage only" collisions on private property (be it a car or a truck).

First, thank you for starting this thought provoking thread.
Second, let me assure you that there is not as much to be "up in the air about" as you may think.
If an injury collision occurred on private property, to which access was restricted by a gate or guard shack, it would be an industrial accident/injury reportable to OSHA.
If the same collision occurred in a mall parking lot (unrestricted public access) it would be a recordable accident by FMCSA definition -
Wow. So are there any times where you can drive on private mall parking lots and be off duty at the same time? -
*sigh* We don't log things that take less than 7 minutes.
