You do not need to switch your CDL to Texas unless you plan to move there.
The confusion comes from students that attend the CDL school in Texas. They must license in Texas to obtain their CDL, then move it to their home state after completion.

I wonder how any school can "guarantee you'll get a CDL before you leave." That could become very pricey for them OR you're not going to be well trained and the examiner won't have his job very long.

Generally that means if you can't pass the course and get your license within a certain period of time, they will refund your course cost.
What generally happens is you go thru the course again and again until you pass or they give up.

Which is pretty much the case everywhere, assuming the state you move to accepts the CDL from the state you left. If not, you might have to take training and the CDL tests all over again.

Isn't New York State like that?

I don't know of any state that will not accept the transfer of a license from another. You do have to take the written test of the new state for their class C because that's where the differences are between state licenses. CDLs are the same in all 50 states.
