That trailer has a sliding rear axle, if you slide the rear axle all the way forward it makes a tandem and the mud flap rubbed against the rear tire.

Back in 1990 and 1991 I would see Keim trucks out of Sabetha, KS loading grain at the elevators. They run all flats with side kits and then would unload at places that had a truck lift.
