Help! My partner received violation of section 391.11(b)(2) and he was placed "out of service". What he needs to do to fix it ? Violation is for not being able to communicate in English language. Got fined in port of entry, Cheyenne, WY. Does it mean that he is not able to drive in WY or US completely? How would he fix it? Is there any specific language test he needs to take? What are the penalties for driving out of service in his case?

It means you must read and write and speak the English!If he can't speak it then he can't read it either.

RACIST! Really? I dont even know your race or care...if your "partner" was put out of service because he violated a FMCSA regulation to be able to speak/write the english language then he should not been driving to begin with and this leads me to beleive he is unlicensed or was helped in some manner of getting his CDL illegally. So the answer to your question "How would he fix this" is to learn to speak/read ENGLISH as the rules require. If he was put out of service for this then it must have been pretty bad. Also if you are asking the penalty for continuing to drive out of service that leads me to believe you or your partner have no intention of following the rules and laws and are probably violating more than one and should not be driving.
