I could be wrong but i didn't pay anything for mine in tx they just showed up in the mail with a form in case I needed to change my address.

 

No charge in Tn. for them.

 

I did not get mine yet in NC

 

They stick just fine. Make sure you wipe of the spot first of salt and grime, but temperature doesn't matter. And they are #### near impossible to remove once applied so make sure u like the spot first lol

 

Costs $5 in Pennsylvania.
