Where does it say that? -
I use a seeing eye dog when I drive.

Bus drivers are required to have a CDL and do pre-trip inspections. Think about them while reading the rules.

I've yet to see any regulation stating a person or animal cannot be in the vehicle during pre-trip inspection. The first reason this would be idiotic is that with an assist you can check things out much more quickly ( consider how fast a dot inspection or shop inspection is ) if somebody else can check brake stroke or lights. Secondly I'd I'm in and out of the truck while inspecting solo I guarantee nobody is climbing in the cab while my pittbull sits in the drivers seat watching. This sounds like some BS from the truckstop counter instead of real regs.

Trying to figure out what a service dog has to do with a pre-trip in this story.
