For future searches here is the info on the 2290 and EIN as it pertained to me an OTR O/O leased on to a carrier and what I learned.
When wanting to file a 2290 you must have an EIN meaning your own not the carriers. Regardless of whether you are sole, corp, llc you must have one as the IRS considers you "in business" even if your not filed with a state.
EIN can be obtained immediately at IRS.GOV for free.
2290 can be obtained online only if your EIN is 2 weeks old or more. This time is needed to update the record in the IRS database. Less than that and the IRS kicks it back, this I can attest to.
Less than 2 weeks old you have to go to a local IRS tax office to get this done. If you are paying for partial, meaning NOT the whole year you will have to see an IRS agent to go over your filing. This took 6 hours of waiting in Dallas to get done, even though I was 15 mins prior to them opening there was already 30 people ahead of me. SO go early if you are paying partial. If you are paying in full for a whole year then you pretty much just do everything with the receptionist and its straight forward and no having to wait for an agent.
The only thing i produced was a photocopy of the invoice showing the VIN, this was acceptable, as well as your d/l, and a personal check. Not sure of the other payment methods at the tax office but online you can only do checking draft or eftps (whatever that entails) for paying the IRS.
The process took like 3 mins and i wrote a check, she rubber stamped my copy of the 2290 IRS form i filled out and told me that was all I needed which i then faxed in and it was accepted.

I wanted to add is that your gross weight rating on the 2290 is the heaviest you will be with a loaded trailer during the year not your bobtail weight.
