Sounds normal when ever I check boost at the turbo on a truck with a boost gauge on the intake side I always get boost faster right off the turbo you have to consider that it will not be able to pressurerise the whole system right away there's a lot of area between turbo outlet and the intake side with the gauge off the turbo your getting full boost right off the bat kinda like airing up a small tire vs a big tire high tires gonna take a little longer to fill with air I could ne wrong but that's my .02

You also have the restriction of the air charge cooler to consider as it will slow the flow and the cylinders are depleting manifold pressure.
