Most stock CB radios come out of the box at 2-3.75 watt. The FCC set the power limit at 4 watts. Sounds like a real faulty meter to me.

45 years in the field does ......
The General Radiotelephone license USED to be the standard to work on radios CB, HAM or otherwise. There are others on this forum who make a living REPAIRING CB radios MANY are very good at it.
Myself I work for the local jail keeping 1500 radios going and LEGAL ...... -
RCI 2970 and the rest follow up the rear ...

Besides what does it matter what the out the box wattage is ? As I always thought it was the length of the "swing" that made the difference .

Controled carrer " SWING " detracts form readabilty as you get to the noise floor ...
On 2 meters back in the 60's and in the DRAKE radios of that time
would swing 3 "S" units or more and when you got near the noise sounded more like SSB than AM .....
Nothing beats a high level modulated AM transmiter .... maybe with a bit of processing ..... -

Knowing Russell, I buy radios that don't even work knowing that whatever is wrong with it he can repair it. As long as the inside isn't burned up. It ends up being cheaper that way.

But not everyone has a Russ nearby, or are willing to send their radios to him.....some here are learning however.
