i had the same problem... threw parts at it for days. Removed the check valve and it was bad, i could blow air threw it both ways. $98 at freighliner. Didnt fix my problem though. Long story short, removed exhaust manifold, fired it up and nothing but wet fuel exiting 4 ports. 4 bad injectors stuck in the open position. which meant no pressure to get it started unless i cranked til my key fingers turned blue. I think there are easier ways to diagnose that would be your issue. But i wouldnt rule out the injectors. Just my .02 cents hope this helps

Just a quick side note, when ever you have a bunch of injectors fail like that at the same it is a good chance you had a bunch of water or some other contamination go through your fuel that filters won't collect.

the problem on my end was that the injectors were just layed out to rot while the motor was being rebuilt. timeframe was about a month altogether. I didnt think it was odd (injectors laying out) at the time because i assumed we were replacing all injectors, and not just the two that were obviously broken with the engine damage. I bet i dropped over $5k chasing this problem, with additional fuel costs (4mpg) fuel pump, check valve, labor list goes on. experience is a must in this business.
