Ive been trucking for about six years 2 otr and 4 local. Ive been really thinging about taking the next step to become a o/o. I still making a speedsheet. Ive talk to a local company that said, if i get a truck they have fleet rate bobtail, physical damage, and workmans comp. Compensation insurance policies. Plate purchase program and a fuel card setup. What else would i need ? This company pays 70% of 100% of the load and .02 cpm saftey bonus

So it sounds like you will use their authority to run under, which means you use their plates and permits which you have to pay for, and pay for their insurance (bobtail, cargo liability, workmans comp, fuel tax, and you will pay for your own fuel through their fuel discount program). You also have to factor in if they use qualcomm or peoplenet (do they charge for the use of it), and the prepass and EZpass(do you have to buy it for set amount or pay a weekly deduction to use it) 70% of the linehaul is fine, but do you get a 100% of fuel surcharge? You have to get reimbursed somehow for the amount of fuel that you are going to buy. You will also need to keep track of where you buy fuel (state and gallons) because you have to pay the IFTA fuel tax on a monthly or quarterly basis. These are all questions you need to ask.

Yeah I know, but it is always a good idea to get clarification if it is not mentioned.
