If you're hauling loads that require entry to port facilities, chemical plants, military bases, then you probably need a TWIC, so if TWIC is needed be safe and carry passport and certified copy of birth certificate. My wife is not a US Citizen so she usually had to wait at the security gate.
It's not a verbal confirmation; the person trying to enter the facility would need more than US Citizenship; TWIC, passport, etc. There is no profiling due to race or accent; one must have the proper documents or will not enter.

This is a frustrating issue. I personally have been allowed on unescorted, allowed on only with escort, and denied access to the very same base. It would be very very helpful if DOD had some sort of web site that offered guidance, would make life a hell of alot easier for dispatchers and drivers alike

If you're sending drivers to government facilities, rule of thumb, ensure they are US Citizens with at least an I-551/I-552 (Green Card) on person, better off if they are US Born. DoD can sever contracts with transportation companies via sending non-US Citizens onto the facilities. If the load is HAZMAT/military in nature, not only can they cut the contract, they can deport your driver, fine you anywhere from $5,000 to $500,000, and put your company on a "watch list". Don't send non-US Citizens to transport loads to military/government facilities.

Just because they cleared your hiring process, doesn't mean they don't have ties in their home country. FBI and CIA have the databases you don't have. If you think I'm kidding, I'm truly not. Don't do it. Hire as many US Citizens as you can, just having a non-US Citizen working for your company alone, can eliminates millions of dollars worth in transportation contracts with the Gov. Fewer Green Cards, the better.
