Does it usually happen further away than the truck parked next to you? When possible, if there is an easy spot to pull straight out of, with large mega carrier trucks with a space in between them, I will go there. They probably won't take my hood off because it is straight pull out, and the most likely company driver does not care about the fuel he burns and has no reason to steal it. I have been lucky *knock on wood* so far

Inexpensive and less work to blame the driver

He may be, or may not be. His driving habits could be causing his low mileage, or it could be his truck. Last company I was with has blocks of identical trucks, different brands and years, but each brand speced the same. We were slip seat, and I have driven identical trucks on the same run where one averaged 7.1 and the next averaged 5.75, and others everythere in between.
Fix it where the driver has to enter the mileage with every fuel up and see if the mileage jumps up and down more than it should for the weight, terrain, weather, ect, that he is running in. He could be selling a little bit at the pump, but usually drivers sell a lump sum instead of small amounts here and there. -
No locking fuel cap on the market is going to stop someone from taking the plug out of the bottom of your tank.
