OK, I have a question. There is a local company that contracts to Penske to move their rental trucks around the country. All the trucks are under 26k and can be rented/driven by anyone with a license. Do these guys who are moving these trucks have to run a log book?

Good question, I would guess they are getting paid, but it doesn't involve transporting cargo, the vans and trucks are the cargo.
It would also depend on how far from their home base they were operating, but probably they would have to log per company requirement. -
Technically they may have to LOG. They are a commercial business that operates as a "driveaway / towaway" operation. If they are operating interstate anyways. The truck itself "could" be interpreted as a product and being operated for a commercial purpose, that and all rental trucks are listed by DOT numbers. I guess it would be how you would interpret the following statute or the CMV definition.
Driveaway-towaway operation means an operation in which an empty or unladen motor vehicle with one or more sets of wheels on the surface of the roadway is being transported:
(1) Between vehicle manufacturer's facilities;
(2) Between a vehicle manufacturer and a dealership or purchaser;
(3) Between a dealership, or other entity selling or leasing the vehicle, and a purchaser or lessee;
(4) To a motor carrier's terminal or repair facility for the repair of disabling damage (as defined in § 390.5) following a crash; or
(5) To a motor carrier's terminal or repair facility for repairs associated with the failure of a vehicle component or system; or -
I have a few friends that pull campers for people. They have to run log books because it is a commercial operation. However you don't have to have a log book if you stay within 100 air miles of the base operation.

If you drive a semi interstate you have to have a log book.
Non-profit would be exempt. -
If they are paid to move the vehicle, then they are moving the property for hire and subject to the rules of CMV and logs. Vehicle weight is over 10,001 lbs and therefore medical card, logs are required. Logs would be needed if interstate or exceed 100 miles intrastate. -
any vehicle over 10K lbs and goes out on the road is subject to FMCSA rules

Not true- over 10K and interstate commerce then they are subject.
