By not starting it will not crank or will not fire? If it turns over and does not fire I would pull the fuel filters and change them out with fresh fuel, not a mechanic but the shade tree wrencher.

will not fire the pyro meter and radio and stuff all comes on with out the key being on

I would pull the fuel filters and add new ones with fresh fuel.

Things like this can take some time. Was the unit sitting out side for the year or inside. Were mice able to get to it. If so you may have some wiring that will need repair. If it turns but won't fire check the power and grounds to the ecm. make sure you have good clean connections. More then likely you should have a set of small wires (12-14 gauge) in the battery box. Those are usually the ecm power and ground. If not then you need to find them where they tie them in and make sure you have power and a good ground. There is also the possibility being the truck is old and sat for a long period of time (depending on how old the ecm is) the internal battery died and the ecm is now dead.
