My First over sized load

Just because you don't get stopped doesn't make it ok. I used to get that excuse from prisoners all the time working in a prison. It may be that you haven't been stopped previously simply because the officers didn't notice or it didn't occur to them or they just didnt feel like messing with it. Catch one looking and paying attention though and he is going to stop you and tell you that excuses are irrelevant.
