I still consider myself a rookie and have been shifting at/about 1500-1650 rpm. This truck has a ten speed. Should I be shifting a little higher or lower? Or just depends on the terrain.

You'll get different opinions here from different drivers. I turn wrenches more than I drive, so keep that in mind, someone who drives ful time will know more than me. With that said, what every engine manufacturer recommends is that you're in the peak torque range after the shift. Your C15 has peak torque around 1200 (if I remember right). So rev it high enough so when you shift, your starting the nxt gear around 1200 rpm. What's best or power, speed or economy, I don't really know. That's a question for someone wih more driving experiance than me.

i drive a pre acert so my driving style is different. -
I've had my Acert for two years and drive it the same, I've got a ten speed and 3.55's it cruises @ 1450 rpm @ 65 mph and it needs to cruise @ between 1200 and 1300 rpm fer best mpg's. I'm going to change mine to 2.64's and a 18 spd.

Good for performance bad for mileage. Shift sooner if you want try and improve your mileage.

1250 to 1400 rpm , no higher. You shouldnt ever need to go to 1500 or higher if your hauling standard weights ( up to 80k gross). You're out of the torque curve and into the top end horsepower at those rpm. All you're doing is wasting fuel. Look up "progressive shifting techniques" on google and that's how you drive an Accert. I have a c15 mxs and that's how I drive mine and I see an average of 5.8 mpg in a w900 pulling max gross all the time plus some heavier Canadian loads at times as well.
