I deal with this all the time. I get plenty good mileage in the mountains, but I drive differently there. Full bore. I'm limited to 65, so I get as much speed going downhill as I can considering speed limits and the probablility of running into a bear... nothing like a boat load of momentum at the bottom of the hill to get you over the next one. Same with the rolling hills in Iowa.
In a governed truck, you just have to drive smarter, and not let the brain-dead cruise control screw you over! In fact I rarely use the cruise control at all. Best advice is to drive a constant power level (except when you need more for hills) and take whatever speed the road will give you. -
Going to slow has started to be a slight, agian i say slight, concern to some higher ups. And the concern is this. Regardless of the speed limit being 65, someone is runnig 80. Now on a two lane country road, say in texas where it is a 65 limit, and DoDo Dillhead wants to get around you, he is going to continue to swerve out in the oncoming lane looking for an escape route. Now, this is an unsafe driver. True. It has nothing to do with you. Partially true. If he causes an accident involving you, and a driver is killed, quess who,s PSP report reflects that. Now, 2 years down the road, a lady ina four wheeler runs into you, killing her infant in the back seat. Although it is initially deemed her fault, she hires a lawyer. She is actually got the nerve to sue you after running into you. In the event that her Lawyer pulls your record, he finds reason to believe you caused death intentionally in both cases and blames it on "Brake Checking" cars that are on your ####. Mind you, your jury probably consists of 3 or 4 people that despise trucks any way. Guess who's going to prison. Enjoy your ramen noodles.

Now add a twist to it.
In the event that your truck was not Break CHecking any one, but in fact actually was equipped with a vorad collision avoidance system on the front bumper, then it may be you or your companys fault anyways. Anyone that has used one of these knows that it goes off at a moments notice for things that could cause a collision, including Overpasses, in some cases where the road curves, the guard rail will set it off. The truck hits the breaks for you to slow you down, her lawyer proves that you slammed your breaks to avoid a collision that you were not paying attention to. He has proof because of Vorad Collision Avoidance. Now your going to prison because you drive for a HIGH CSA SCORE Company. Now you wish the lawyer had a breaking device on his lips. I was in Chicago at 3 am. I was headed west on 94 I think it is, and passing the Black Forest Oasis on ramp. A car coming down the ramp tried to speed up to beat the cars in front of me, but decided that he couldnt make it. So he hit his brakes so he could slow down enough to ge t in front of me instead. I had Vorad Collision system on my truck. Since he was slowing down, the system detected a immediate threat in front, so to avoid it, it hit the breaks. Pedal and jakes. What really pisses you off about it is in normal driving conditions, you have a cut back jake break that sucks ####. But when the system uses it now it works better than ever. Anywaays, to wrap it up, the #### thing put me in my steering wheel. I did some figuring, and now know if you are not on cruise, it wont work, it will beep, but cant hit the breaks. SO to all companies with VORAD Collision System, the heck with your fuel mileage. I am petal all the way, even though it is not as fuel efficient as cruise. -
Hell maybe one day instead of hitting cruise, it will make a lane change for you so you dont rear end anything

When I first starting driving, I thought governed trucks suck, but now that I have been on the road for a few months I can say that even though I don't have to pay for fuel, I love to be fuel compliant. My company sends out a qualcomm letting you know how you did the previous week with fuel effiency. When I had my old truck the cruise did not work so we were constantly out of compliance but once they updated us to a new truck I was averaging 7+ mpg and that felt good even though my check does not reflect the savings. Now my second co-driver is idle happy, he thinks that the company is not worried about drivers idling the truck. I am under the impression that if I am not in the truck, or if the temp is right, or if I am fueling it does not need to idle...and it also drops your compliance way low. So I am conscious of the cost fuel, but I find it disrespectful when other drivers don't care about it.

My last run out I averaged 6.2 mpg, not bad considering I was hauling heavy all week and idled a bit more than usual due to the cold. -
