Application for Rehabilitation for Persons Who are Inadmissible to Canada Because of Past Criminal Activity

[IMG] For help with Completing an application form visit the CIC Help Centre.

[HR][/HR] This application includes the following items:

    • Document Checklist [IMM 5507] (PDF, 33 KB)
    • Application for Criminal Rehabilitation [IMM 1444] (PDF, 228 KB)
    • Fees for Immigration Services, Approval of Rehabilitation [IMM 5310] (PDF, 78 KB)
    • Use of a Representative [IMM 5476] (PDF, 55 KB)
    • Instruction Guide [IMM 5312]
This application is for people who are inadmissible to Canada because of past criminal activity and who wish to overcome the inadmissibility in order to obtain temporary or permanent admission to Canada.
Note: As of March 13, 2012, the term "pardon" has been replaced with "record suspension" in the Criminal Records Act (CRA) under Bill C-10.
People with criminal convictions in Canada but no foreign convictions can apply to the Parole Board of Canada (PBC) for a record suspension (formerly a pardon). They do not need to complete this application.

You can apply for individual rehabilitation if at least five years have passed since you completed your criminal sentences. People who are ineligible for approval of rehabilitation because not enough time has passed can complete the form and check "For Information Only." An officer will decide if special permission for temporary admission is warranted.
This application can be used inside or outside Canada. Contact a Citizenship and Immigration Centre in Canada or a Canadian embassy, high commission or consulate outside Canada.

Please read the guide carefully before completing your application.

well i have been to the border 2 times last week, face to face with agents is much better than talking to a consulate for me. so far only problem is a wording from u.s. to ca. law on wether the pardon is same as an expungment. am now waiting for regional supervisor to go over the paperwork that i have. they said i could get a conditional for 200.00 . i am also trying to get clarification from state that issued on if this is an expungment. i have had helpful and pleasant dealings with ca. border agents. am hopeing they can make ruling in my favor as then i will be able to cross in any province.
