I'm more worried about their driving ability!! As long as they can read and understand English, such as road signs and being able to get their point across, I'm OK with them driving. I dont need them, or expect them, to have near perfect English. Is it frustrating?? YOU BET it is BUT it's not that important so long as I can get some sense of what they're trying to say.
Why is it "Americans" are one of the few who dont speak a second language?? The USA is suppose to be the best, smartest, and most advanced nation in the world BUT I bet 90% of Americans are only proficent in ONE language..........
Can a D.O.T put a driver out of service because a driver didnt speak 100% english????

I think we have lost track here. You can be a citizen of the US and not speak English. That's fine and dandy. If you want to limit your opportunities, be my guest. However, holding a CDL is a privilege granted by the state, not a right guaranteed by the right of citizenship. And with that privilege comes rules that must be obeyed and speaking and reading English is one of them. That's the bottom line.

I know that most of us, if not all of us that are born in the USA can read, write and speak English. If you are born here and cannot, then yes that is a problem as without regards as to who this country rightfully belongs too (American Indians BTW and I am actually 1/4 Cherokee, 1/4 Irish and 1/2 Italian, so technicaly, only a quarter of my ##### belongs here..lol) we should if we are born here at least be able to be proficient in the language that our country uses, which originated in England, hence ENGLISH.
So, for the many who are trying to obtain citizenship, there are some rules in order to obtain the right to live here and yes, ONE OF THEM IS LEARNING ENGLISH! In my opinion, they should because if I chose to live in another country, then I should also learn their language at the very least. So here are the rules straight from the USCIS website.
Eligibility Requirements
If you are a green card holder of at least 5 years, you must meet the following requirements in order to apply for naturalization:
- Be 18 or older at the time of filing
- Be a green card holder for at least 5 years immediately preceding the date of filing the Form N-400, Application for Naturalization
- Have lived within the state, or USCIS district with jurisdiction over the applicant's place of residence, for at least 3 months prior to the date of filing the application
- Have continuous residence in the United States as a green card holder for at least 5 years immediately preceding the date of filing the application
- Be physically present in the United States for at least 30 months out of the 5 years immediately preceding the date of filing the application
- Reside continuously within the United States from the date of application for naturalization up to the time of naturalization
- Be able to read, write, and speak English and have knowledge and an understanding of U.S. history and government (civics).
- Be a person of good moral character, attached to the principles of the Constitution of the United States, and well disposed to the good order and happiness of the United States during all relevant periods under the law

At the Truckee CA POE the signs on the door to the scale house are in at least 4 different languages.
I think someone should sue them because they don't have Boontling included. -
I'd be willing to bet that if each one of our states spoke a different language, there would be a larger percentage of our population that could speak multiple languages. It all boils down to the usefulness of knowing that second or third language. I just wonder how this is going to affect open borders with Mexico and their having to know the US language.
As far as speaking "English" here in the states, perhaps they should call it American because in no way does our language totally reflect just "Engish" as from England; our langauge has borrowed from so many different countries and made the words our own.
It looks like our own constitution has it spelled out, 5 yrs on a green card, hopefully this gives the person long enough to learn the language before taking a test. For a trucker to not know our language is a fault because it could affect them in so many ways, not being able to understand directions at shippers and receivers, to understanding road signs and warnings posted on portable signs. The use of CB's has even been questioned, if they can't understand English, then how are they going to understand if someone shouts out a warning; this is something though that cannot be enforced because so many truckers now do not use the CB because of all the offensive talking. The CB issue was talked about after the wreck in Sidney, NE that killed the 5 in the same family, if the trucker had had it on, would he have even understood what was being talked about if warnings had gone out about the wreck ahad of him.
The craiglist ad also has that a person has to have 2yrs experience to apply and they have the foreign translators, hum? Let's hope the person has a good grasp of our language to even have a green card.
In the choice of 2nd languages for students here is a new one which is going to be enforced in NY (perhaps not many at the moment, but how long before it is at all schools across the nation). And why be declared a mandatory language when there are so many more that would be better, such as spanish, latin (for the sciences and law), or even german or french; not a country that treats women as slaves and believe in honor killings.

I popped out in New Mexico. Raised in San Deigo Calli. I speak english, fortran, colbalt, pl1, pl2, windows, 95, ect. can order in espanol taco, and some things I will not say. Im white as a cloud. A person can drive, or they can't. So stop your rasist carp right now.

My comments that were removed were not because of racist remarks. I never brought up anything on that subject, the OP did and I defended myself. To all the folks who are way too sensitive and think everyone whos defending the laws as they are written in OUR country are racist, well just start puckering up as I have something for you to kiss....
