Help learning about cummins ISX overview

Change of address will not do any good, doesn't matter where you live , truck cannot even enter California without all these new carb rules.

 

What i'm seeing here is that carb really have no clue what to do about enforcing, cause reefer laws are in effect and i see 100's of reefers in california that are non compliant. So most are still going to run ca until get ticket and who knows some might not even get tickets for years cause there is noone to enforce. I was talking to a chp at the scales and he said chp is not going to enforce it's not there problem so only time it'll get enforce is when carb people actually comes out and check.
