Say I was to get my CDL in California, what would I have to do to transfer it to Texas? Is it a matter of taking a picture and signing something or would I have to take all of the tests again including skills and driving?

I doubt that it varies by state. But I would think the standard reciprocity rules apply. A visit to the website of the target (moving into ) state should answer the question. Identification rules ( presenting in person 2 government issued ID's) would probably be required, and a check by them to make sure you don't have multiple licenses in multiple jurisdictions.

Nobody makes you retest, your CDL will transfer to any state. However, some states make you provide a long form of your current DOT physical along with paperwork establishing residency.

IL and CA make you take the driving and written test over. There might be more. Those are the ones I know about. Many make you retake the written but not the road test. But runaway TX is an easy state with just an eye test. Hazmat you have to go through the whole ordeal. If you have it on the old license they'll give you a 60 day temporary hazmat so you can get 'er done!

The reason I asked was there is a guy in my class who will be moving back to TX and he said all he had to do was surrender his CA license and pick up a TX one. I just wanted to clarify because I thought you had to retest at least the written.

    Thanks for the answers.

I called CA DMV 15 different times over the last two months asking the same question: How do you transfer an out of state CDL back to CA. No driving test is needed. All written tests and NEW DOT long form medical plus fees is all that is needed.

I believe the CDL would transfer to any state. All endorsements, EXCEPT HAZMAT, will be good in the new state of residence.
    .
.If the CDL driver has a hazmat endorsement on their license, they will most likely have to re-take and pass the hazmat written test or drop the hazmat endorsement in the new state. That is the driver's choice.
    .
.No, you do not have to take the skills, written [except for hazmat] or road test again.
.By all means, check with the department of motor vehicle to insure the above is infact correct.

I got a CDL in California in 2010 while in the Marine Corps. I went home to North Dakota on leave and they transferred everything over to a North Dakota CDL. The only thing I had to do was retake the written test for HAZMAT, other than that everything else transferred no problem. Think I had to pay 8 dollars to print the new license or something like that.......

Others Applying for a Commercial Driver License
If a person is applying for a Texas driver license for the first time, he will have to fulfill requirements in addition to those for a Texas driver. He will be required to complete an original application for a Texas driver license and take any knowledge and/or skills tests required. The tests are derived from both the Texas Drivers Handbook and the Texas Commercial Motor Vehicle Drivers Handbook. All necessary forms/handbooks are available at any Driver License Office.
