It was a legal U-Turn, plus the bus driver was going to fast. Don't have a link for it but check the Atlanta Journal Constitution. They did a pretty good write up on it.
From reading the articles, i would say the bus driver is to blame. -

According to the article, the driver is being charge with 3 counts of felony injury by vehicle and for making a turn from the wrong lane to initiate a u-turn (the right lane.) I wouldn't say the u-turn was legal. -
Thanks for the link Razor. The pic in the link showed an overhead shot and from that view I have say I don't know what the driver was thinking. I can't decide if his tandems would clear the curb or not. Bad decision and very bad for USA. Hope all the people make a full recovery. Wish I knew what his story was.

I can tell you right now that even though both drivers are being charged this is really all on the USA driver. Just looking at the picture its obvious the driver was making a uturn from a lane of travel. Big No No. Cant even begin to say how foul the USA driver is in this case. U turns are dangerous regardless in a Semi. Too make it from a much too narrow road from a travel lane. Should never have been attempted. It will be interesting to see how it plays out for USA.
