if he'd really been driving for 8 years, wouldn't he have known that that's a bad spot at most times of the day (75 & 24 split).
common sense, if you've driven long enough, you know where the areas are that you'll most likely see a brake check, especially during AM/PM rush.

BTW, this is a 45 mph construction zone, pretty sure it was back in April too...
