I have a belt sander with an older version of this motor. How hard would it be to safely make it variable speed? It's 'split phase', 115v.

I think that a pedal rheostat would be the best option. Just duct tape it to your foot so you can move around......

I'd use a Variac... it's a variable transformer. They usually come with a on/off switch, rheostat, and a CB or fuse. If Granger doesn't have one, you can probably find it in Newark Electronics catalog. Since it's in your hand, you'll know, but the motor will probably start getting warmer than you'd like to run it at slow speeds.
