Yes you can get a ticket, it is a defect in the unit. The officer can justify the ticket by saying water can get into the unit and the lamp can go out.

If you paid $70 for it, you need to get your money back, these sound like cheap Chinese made lights that are using the wrong glass formula, like the new Pyrex products.

Yes your light is illegal. Not the cracked glass but the bulbs. They are more than 55W low beams and are illegal.

It cracked because those bulbs are too hot.

I'm guessing you mean United Pacific, the Asian parts mfr. and not the railroad, Union Pacific!

Well I don't see anything about the quality of these lights. I mean they have to come from China or some other Asian manufacturer for the price I see them for on their web site and more or less sourced without a proper QA assurance done at the factory or at the seller's place. There is something else that you should know, they may not be legal at all seeing they are "SAE & ECE Approved" because these are two different standards and approval processes.

No you can't have a cracked windshield, that's a violation depending on where the crack is. Lighting is a safety issue, a cracked windshield may interfere with your sight to a point but a burned out light or improper lighting can effect more than just that.
