I got my new CDL license today and took the opportunity to pull my MVR since 12/28/99. I have three things on it:
99 Conviction fro speeding 15-25mph over limit 11/28/10
14 Accident 04/04/12
And the last is the CDL I got today.
Thing is, I can't recall that conviction...it seems suspicious to me since I got back from an out of country vacation on 11/27/10 so, I think I'd remember being arrested....
Any ideas on how fast I can clear this up....or what the codes (99 - 14) mean?

Conviction doesn't mean arrested. When you pay a ticket you admit guilt and are convicted for the traffic violation. Did you get a ticket on that date or was the confusion just the word conviction being used making you think it meant arrest? If you didn't get a ticket there is a process to removing things from your MVR by going to the DMV. What that pertains in IL particularly is not something I know about.

Well, it says 99 Conviction ARR - DT 11-28-10 DISP-DT 12-30-10

that just means you got a ticket on 11-28-10 and it was dispensed (paid) by 12-30-10 the end date is the date they reported it. If you had been physically arrested it would have a seperate line saying where you were detained, when you were detained and when you were discharged from detainment....
So all it means is that you got a ticket on the 28th and by Dec 30th it was taken care of.
