That, and I really think panic set in, and at that point it overrode common sense and his thinking was I just have to get out of here.

Pretty typical Nash-style response. But you're still not thinking it through. Most of the low crossing are very old, and either through development intrusion or geography there often isn't the room for a simple gravel turnaround. And signage won't usually do the trick, if a driver is so inattentive to not notice a fairly low bridge and look for the clearance sign, nothing short of a ball bat to the head will give them pause. And again, think of the cost. Who bears the cost of the installation and maintenance? Why should a city have to spend a fortune re-signing bridges that are already marked because someone else is clueless. Shouldn't the company and the driver bear the responsibility of any cost involved in a bridge strike? The governing authority would be responsible if someone hit a mismarked bridge, why should they be liable for someone ignoring already legal signage. At some point the operator has to be held to some expected standard of operation.
