I see that the courts have overturned the requirement for short haul drivers to take a 30 minute break in the first 8 hrs of on duty time. Trouble is, I haven't been able to figure out what they consider a "short haul driver".

One whose too lazy to run long haul.

Local and regional drivers I imagine. -
Very funny,I never got any farther than 50 miles from my terminal on Saturday this week and still ran a 14 hr day.
Drove two trucks, pulled three trailers, hauled six loads that I climbed ladders to load myself (in the rain) and dumped four loads myself + I drove over 400 miles.
Just a typical day for a lazy chip hauler I guess.

I believe they consider a short haul driver one that does not go 100 (or maybe 115) miles from their home terminal

Your relay drivers like Fedex, UPS, Conway, etc who pull doubles or triples, or any dedicated account or regional route that gets you home weekly are "short haul" drivers. With L-T-L's like Fedex, UPS, etc , if there isn't a drop yard or satellite terminal, you go out around 200 miles, meet another driver at a location like a truck stop or rest area, you both switch trailers, then head back the same direction you originated from. In contrast, OTR long-haul drivers are out at least 3 weeks at a time, then you come home and the dog growls and threatens to attack because he forgot what you look like.

I'm not sure you guys......FMCSA reg 395.1 appears to be the rule that covers it but it doesn't seem to be so cut and dried. Read it twice but got a headache.

Short haul operations can be found under 395.1(e) of the FMCSR.

Yeah but does he need to comply with 395.1(e)(i) or (ii) or (iii). Or maybe he needs to comply with 395.1(e)(i) and (ii) and (iii)? I comply with (ii) and (iii) but not (i).
Hours of service of drivers
§ 395.1
Scope of rules in this part. (a) General. (1) The rules in this part apply to all motor carriers and drivers, except as provided in paragraphs (b) through (r) of this section.
(2) The exceptions from Federal requirements contained in paragraphs (l) and (m) of this section do not preempt State laws and regulations governing the safe operation of commercial motor vehicles. (b) Driving conditions -(1)Adverse driving conditions. Except as provided in paragraph (h)(2) of this section, a driver who encounters adverse driving conditions, as defined in §395.2, and cannot, because of those conditions, safely complete the run within the maximum driving time permitted by §§395.3(a) or 395.5(a) may drive and be permitted or required to drive a commercial motor vehicle for not more than 2 additional hours beyond the maximum time allowed under §§395.3(a) or 395.5(a) to complete that run or to reach a place offering safety for the occupants of the commercial motor vehicle and security for the commercial motor vehicle and its cargo.
(2) Emergency conditions. In case of any emergency, a driver may complete his/her run without being in violation of the provisions of the regulations in this part, if such run reasonably could have been completed absent the emergency.
(e) Short-haul operations(1) 100 air-mile radius driver. A driver is exempt from the requirements of § 395.8 if:
(i) The driver operates within a 100 air-mile radius of the normal work reporting location;
(ii) The driver, except a driver-salesperson, returns to the work reporting location and is released from work within 12 consecutive hours;
(iii)(A) A property-carrying commercial motor vehicle driver has at least 10 consecutive hours off duty separating each 12 hours on duty -
A short haul driver is just that,hauls short people.
