All the large fleets have filed for their exemptions long ago. Most of those exemptions expire Jan 1 for the skirts. Some exemptions continue on the reefer engines and as far as I know, the fleet exemptions for trucks expire Jan 1.
Supposedly, California will start 'vigerous' enforcement of the rules. (they need the money)
I suspect they'll go after the indepenents and any larger fleet that doesn't have the skirts. But they probably want the large fleets because they have the deep pockets to pay the large fines.
The company I'm leased to has annouced that any tractor 2009 or older won't be routed to California, which may translate to poorer routing and loads since we're a reefer operation. My tractor is a 2010, so it doesn't affect me so much.
They've also been on a frenzy to get rid of the older trailers, so none of our trailers will be older than 2010 (soon).
It will be interesting to see what happens. I suspect Cali will start by having the scales open much more where they can look for your CARB sticker on the cab and reefer cabinet, as well as the skirts. And if they don't see them?

You do realize most people from Cali are Hispanic, born and raised in California. And if it were t for those you wouldn't eat. All the years I've been going to Cali, they've treated me with respect and have loaded me pretty quickly. Maybe you should drop the stereotype, what do you think...

They have pushed back enforcement to 2015 and CARB has a grant for in state carriers to upgrade, somewhere near $80 million. Takes some of the pressure of these guys.

As a whitey born & raised and having lived in this state for 50 years,I cant tell you most of this state is NOT hispanic..There are alot of hispanics yes,but with over 35 million people here..only 50 percent of the state is hispanic,so that leaves me with 10 million or so, of my kind.minus the 7 million blacks & japs.

They actually do work. I do notice a difference when pulling a trailer with both skirts and butt fins and ones without.

I get better fuel mpg with the skirts. The new tractors with the the wheel covers and pulling skirted trailers get even better mpg's.
