They have to be cooked more than medium rare unless specifically requested, some states will make the person who ordered the rare pipe steak sign off on the purchase acknowledging the risks of eating undercooked metals.

Maybe not nationally, but if you're in Houston they're like a whole other country. There's been so many accidents involving loads of pipe, it wouldn't surprise me if there was a local law regarding stakes, and they have they're own d.o.t.realsupatrucka Thanks this.

Actually, DOT does have criteria for pipe stakes, tho it's not a simple spelled out dimensional size or such.
Quite possible for state/local to have their own standards.
Anyhow, this is one of the specs that you'd end up hearing via an attorney/courtroom, should your pipe stakes ever fail, and lose your load, causing the unthinkable.
§ 393.104 What standards must cargo securement devices and systems meet in order to satisfy the requirements of this subpart?
c) Vehicle structures and anchor points. Vehicle structures, floors, walls, decks, tiedown anchor points, headerboards, bulkheads, stakes, posts, and associated mounting pockets used to contain or secure articles of cargo must be strong enough to meet the performance criteria of § 393.102, with no damaged or weakened components, such as, but not limited to, cracks or cuts that will adversely affect their performance for cargo securement purposes, including reducing the working load limit.
Here is the referenced DOT spec. It's given in g-forces, but there's a calculation to determine the g-force by taking weight of load x g-force to give you the max load limit on the pipe stakes, or whatever securement/restraining devices. Get's more technical than I can decipher, at the moment.
