I am going to try tackling this question in a different manner.
What built in Engine Safety Parameters would prevent an Engine Start during the Cranking of the Engine? If you happen to know the Minimums Required to satisfy an engine starting can you post them? I would also like to know in which manner it prevents the engine from starting.
As an example:
1) No/low Oil Pressure
I will let others in the know list what they know.

I know of no safety interlocks that will allow it to crank but not start. Low oil pressure will NOT cause a no start. The engine will start with no oil pressure, but will quickly shut down due to no oil pressure. If the ECM does shut down an engine in protection mode, it will set a code (ie, very low oil pressure), but it must be running 1st.

Does the motor have to be turning enough rpm's for the fuel injectors to turn on?

I have been told 300 and my engine spins to 280 rpm but I've observed 2 identical trucks spin at 200 rpm and light right up so I doubt that's the issue.
