That's a pre-amp...About all there good for is making the static "Louder"...Which is all most of the pre-amps do...Your better off just turning up the volume knob...

I see radios that guys say are peaked and tuned. What all is involved in that?

Depends on the shop doing the tune...Usually it's just opening up the modulation pod or cutting the limiter, and checking to make sure all the channels are on frequency...Also depends on the radio, and what you want done...Some shops when you buy a Export Radio (general Lee, Galaxy 99, magnums etc.) when you get a P&T it also covers having the radio converted to 11 meter (CB Band)

Not sure where I seen a question similar to this, but someone answered elsewhere (after a brief disclosure as to the legalities)..... That it would be better to find an amp for ham radio and make sure it will cover the cb frequencies. The reason behind the answer was it had a cleaner output thus a cleaner sound.

I run a Palomar Elite 250 amp and it works great for me.

Which may put a nice "swing" on the meter, but has the actual effect of putting LESS power on the channel you want, and the "extra" power on the channels on either side of the one you are tuned to. Also known as a "splatter box".
