When you have the counterbores machined on an ISX, you will have two brass shims under the liner.
New liners come with a shim already installed, plus the one needed to replace the metal removed when cutting the counterbores.
Has anyone heard of Cummins brass cylinder liner shims shims failing?

How do you know that they are leaking? coolant in the oil? Head gasket leaking?
They (brass repair shims) have only been out about 2 years. The brass shims on the liners have only been out about a year.

I have never seen the liner shim cause a problem, once the liner is seated in the block with the head torqued down the liners cannot move. Now all this providing the liner protrusion is correct on all cylinders. If your pulling liners and find broken brass shims your in for some severe machine work or replacing the block.
