Well what I found so far is everything looks like it moves like it should. What ever controls the air passing through the line that goes from the top of the actuator all the way to the driver side on the engine block seams to be the problem. Funny I got a bunch of fuel mileage back but still I hit any hill and it falls on it's face

That is the air control box for the actuator. They do go bad. Around $900 for a new one I believe.

A EBP exhaust back pressure sensor will cause turbo related symptoms also I would unscrew it see how dirty it is and blow it out with carb cleaner(not brake clean as it attracts soot) is the actuator control box hissing air or what makes you think its bad?
