You probably have a bad ground from the corroded pigtail replace it and the light and make sure the ground from the left tail light is clean and making good contact. You will most likely find the marker and left tail grounds go to the same screw. What you are getting is feed back from the left light trying to ground thru the right light. This will cause the flasher to get hot and stop working until it cools.
