By law the Safety Officer told you the answer he was suppose to tell you. You cannot pull a trailer unless you log on duty driving. But we all do.
The point about shutting the country down is a very good point. I was a railroader and when we got pissy we followed the law to the letter. Nothing left the yard for days. Once the point was made and we got what we wanted, we overlooked stuff and the trains rolled. Use the HOS rules to protect yourself. Don't park where you are not suppose to park and don't go into the office and make a fool of yourself as in that video posted here. -
If you aren't in a proper parking spot and blocking me in and you don't move I will notify the manager and law enforcement and call a wrecker if manager doesn't.

I would look to work for a company that makes allowances for personal conveyance. With E-logs companies need to turn on the off duty driving tab that everyone calls Line Five. Some companies create rules on how this can be used. The company I work for allows 30 minutes per 24 hours provided you are empty, not headed towards a shipper and add a comment such as getting food/ headed to safe haven. When you are loaded you just have to plan better. I run like I only have 13 hours to drive 10. Especially in areas I'm not familiar with. I've also started using TAs reserved parking in areas that have no parking at night.
I agree with most of the other comments. You can't just shut down where ever you just run out of time. I'll be the first one to wake you up if you are blocking something.

Just curious, what kind of places were you parked in when you were asked to move, and who did the asking?

As a new person to this business, I am amazed that the govt. sets all these No Driving policies but makes very little allowances for workers to comply.
