my point is if his swr is 2 on either end of the band that no amount of tuning is going to change that, the radio does not see a happy counterpoise and that my friends is what has to change.
there is nothing wrong with the antenna, its what the antenna sees as earth and that will change with proper bonding of the antenna base to the frame of the vehicle.

I eould have too disagree based on what I have seen. Maybe in a lab environment. aka a perfect world. But too many variables in the
real world. What if I had a 3 on 19? Are you saying you saying if I had a three in the middle and 2 on either end I could not do better? -
what I'm telling you is the antenna has no counterpoise or less than is optimal which makes the radio think the antenna is more narrow banded than it actually is and can be remedied by showing it more metal plain and simple

A 2 is bad... acceptable but bad. Will you be happy if your rig is running at 50%. A swr reading of 2 means that only 50% of your power is getting out. Since your readings are the same on 1 and 40 I'd suspect a ground issue. Just as many of the guys have said start at midpoint 19,20,21 and make sure that you are calibrated and then pull the reading. Higher on high channel means antenna is too short. Higher on low channel means antenna is too long. I always say the goal is for the needle on the meter to not move at all when you key your mic to check swr. Most the old school guys will tell you that 12 gauge from antenna mount to a body bolt will suffice for ground in most cases. Good luck!
