I was charged with a felony on Aug. 28th 2013 in Illinois. Not convicted just put on probation. Can I still obtain a class A CDL learners permit.

Yes. Well, it depends on the felony. Any drugs? Did you use a Commercial vehicle in the committing of the crime. Sex offence.

It was possession of a controlled substance. Im not convicted of a felony I am on probation and if I fail a drug test then I will be convicted. I was driving a car. I dont know what a SIS or SES means

Im not worried about employment. I am already employed and I am trying to move up in the oil field. My employer already knows my record

Substance related felony, regardless of the degree; you had to be convicted in order to be put on probation. It would be extraordinarily illegal for a judge to do so otherwise.
An old non-violent, non-drug related felony is looked on upon as unfavorably in general, by recruiters.
A less than 1 year old, drug related felony is...well...let's call it a 95% deal breaker.
You're gonna have a hell of a time. That's the point of a felony.
And yes, btw; you can still get a learners permit. Hell, you can even get your license. Your state can't refuse you one, just because you're a felon. But trucking companies aren't required to hire you, they're only required to take your application. It's also extremely hard to force them to review it, or rather, prove they didn't review it.
Also, you need to check with your PO about your ability to work out of state/county. -
This doesn't answer your question...But, for your own sake and ours, wait until your probation is over and then pursue trucking.

Just for the record, you can be on probation and not be convicted. Its called "adjudication with-held."
