A lot of guys that have been truckin for many years have all told me they've adjusted their 5th wheel maybe 2-3 times in 20 years. You should be fine. In the rare case that you can't get things legal, you could have the shipper rework the load.

My 12 Cassie has a sliding 5th wheel that had never been moved when I got it at 347k miles. Loaded to 34k on the drives and the steers would be over 13k when the tanks were full.
moral... CHECK IT!
Also, you're correct an empty dry van weights less than an empty reefer but you don't get paid to pull empty trailers. 80k gross is 80k gross no matter what kind of trailer you're pulling. -
here is the pic of the fifth wheel. don't know if it helps. I went to truck compents is springfield they had adjustable one for $600 with the plate.

600 is without installation. Those things are heavy so i think i would have to pay a shop 300-400 or more to install it.

Weight has nothing to do with installation cost. Installing the actual 5th wheel shouldn't be more than 2 hours labor, btdt. What could cost is installing the air control system from the dash to the 5th wheel.

i forgot to mention i had the option of it being manual also. which would cut out the labour of running a air line.
