And no smoke at start up. Just a little black when changing gears and cleans right up.

That is the truth for sure. I didn't feel it was restriction but hate to over look the obvious. One other thought is did it start after an overhead. A new customer bought a new to him truck that had been all over with no help. The overhead was off bad but because the Dowell pin came out of the back of crank when the flywheel was removed to be surfaced. This allowed the flywheel to be installed in the wrong position. When pinned it wasn't at TDC. I would have thought CAT would have caught it but they are who actually set it wrong first after an injector replacement. It did idle rough sounded good with a few RPM but was sick in a pull. Just another little thought I still think the test ECM will confirm the problem.
EverLuc Thanks this. -
#1 & #6 were at top dead center with engine pinned when I was doing overhaul. I had the jakes backed off to see if to see if that could be the problem. no luck. Just got done putting a oh kit in the jakes and checking the overhead. all seems to be fine. been checking grounds and added a few. no luck. anyone know of any good mechanics with a cat et or where the best place to get one new or used?

What is needed to copy program in a 70 pin ecm and put into another?
-
CAT ET is needed to do a configuration copy of the file. I would print it as well to do a line by line comparison when done. You don't actually remove the file from the old ECM but install it's latest version in the new ECM. CAT is required I think to use the latest version is the right way to say it I think.

New cat ecm with stock 550 programing and still having this same issue. Can the fuel rail in head be checked with a leakdown tester to see if compression is blowing into fuel gallery? would it hold pressure with injectors in? Thanks.

How much has all this allready cost you?
-
Imore than i want to think about but a lot less than a new emissions pos truck!
