- The Board approved an option that could delay compliance for up to three trucks until January 1, 2017 for owners that can demonstrate they are financially unable to comply. This option is being modified as part of the 15 day public comment period. We anticipate these modifications to be finalized in the next one to two months. Additional Time and a Lower Cost Pathway for Small Fleets
The Board approved amendments for small fleet owners that
complied with the small fleet option for heavy trucks (with a GVWR
more than 26,000 lbs) and had at least one PM filter by
January 1, 2014. Compliance for trucks already equipped with PM
filters is being extended until 2023, and owners with two or three
trucks will have two more years to upgrade the other heavy trucks
in the fleet as shown on the table on the right.
New Option for Owners that Cannot Get Financing to Comply
The Board approved a new flexibility option that would defer compliance with the PM filter requirements
until January 1, 2017 for up to 3 trucks in a fleet for owners that are unable to afford compliance and
cannot get financing to comply. The criteria for claiming this option is being revised as directed by the
Board and will not be finalized until the summer of 2014. -
Agreed, we were out in CA twice in the last month. A solid 20% to 25% of trailers running in the State are NOT compliant and I certainly did not see anybody getting fined

Not if you carry proof you can't afford to be compliant. They haven't released the final rule yet, but for now a loan rejection letter ought to suffice.

We were told by CARB that just one rejection letter would not be enough. You also have to be rejected for finnacing on an aftermarket DPF also. BUT, as we see with anything else in California, enforcement will be the key. CHP officers are not enforcing CARB's emissions laws. As we understand it , you will have to get a letter from CARB saying you are exempt.

Wow! How can you possibly roll out a law, enforce it on a certain number of people then not enforce it on others. This state I was born and raised in has become so left and pc that it is getting disgusting. People knew about this law in 2008. It was passed in 2010 and not even enforced until 2012. People knew about this and failed to properly prepare. Plain and simple. People that could not afford a CARB compliant truck were one of three things. 1. Not hauling for enough money. You set the rate truck owner. I know all about competing and understand market value. If what you are hauling doesnt call for enough money to upgrade your equipment, haul something else! 2. To stupid to be in business in the first place. Running a business is not for everyone. Just because you are smart enough to operate a truck doesnt make you smart enough to own one. 3. To stubborn to change. I get it. I had a beautiful 2001 pete working show truck that I didnt wanna get rid of and I fought this law. I lost and ponied up the money for a 2013. I followed the rules and am now getting punished for it.I set my business up to make a profit and upgraded when I had to. Maybe if I would have hauled cheap freight, and cried poor and stupid I would still have my truck and no truck payment. The point Im trying to make is that if you are going to pass a law enforce it equally. Dont change the rules at half time,after half of the people have made changes

You know what is funny at the last company I was with we had 3 trucks, my 94 Kenworth W9, their 09 International with a cummins, and their 2010 T660, the 660 spent the whole time I was there in the shop getting a new motor, the international spent weeks in the shop, I had 0 days of downtime due to mechanical issues with my truck.
In fact today was the first day I spent broke down, had to replace band clamps on my turbo.
But guess I need to get with the times and get rid of my old junk right? -
Should have fought harder, I am not about to sell my truck and get one of these new raging shop queens, they are too expensive to own. If I do upgrade a new truck it will be a Glider with a 6NZ.
California has shot themselves in the foot because now shipping companies are scrambling to find other ports to bring their goods in through, like the new La Quinta container terminal they are building in Corpus Christi Texas, this is a result of what California has done.magnum2 Thanks this. -
