I prefer TCH for a fuel card. Every truck stop out in the sticks takes TCH (even if they have to get on the phone and give them a call to run the card), and that's what you want in a fuel card; one you can actually use. You get a same as cash fuel discount which is usually over $0.04/gal, and I've seen it as high as $0.08/gal, so unless you're funding your fuel card off your credit card, it should be out of the equation if you have under 8% cash back.

Some of my credit cards are as much as 5% cash back on gas, but I think most are 3%. At $4 a gal for diesel, with only 3% cash back, that's a 12 cent discount. Am I expecting too much looking for a fuel discount card that let's me use my CC to buy fuel? After all, when I fill up my car with gas at Maverick, I use my Maverick Card to get a 2 cent per gal discount at the pump, then I swipe my CC.

Nastc gives you an average of ~20cents off the cash price, and at some stations over 40. If you pay with a credit card relying on cash back, you're lucky if you even get the cash price
